Recruiting Effectiveness - Time-to-Hire Reporting
The Memo to Chief Human Capital Officers on Time-to-Hire Reporting Requirements (April 19, 2011) provides all of the information on reporting requirements. Agencies are expected to set specific targets for measuring success in their efforts to reduce the time it takes to hire employees.

To support this requirement and ensure consistency in reporting, the Office of Personnel Management (OPM) worked closely with the Chief Human Capital Officers (CHCO) Council to develop guidance for measuring and reporting time-to-hire information.

The primary metrics that agencies are being required to track are:
  • The percentage of hires made within 80 days
  • Average number of days per hire
